It makes it so a player is not op but their ip adress is. So it can prevent him from destroying the server like one server that I played on for a year

It's definitely a good start, but a lot of us have dynamic IP addresses. A better way to go about it would be to lock ops.txt so that only OPs and those with file access can make others OP (which is what it does now, but the server itself is also allowed to give OP, and this is where the vulnerability lies). The OP forcer most likely sends confusing packets to the server so it assigns them OP when they shouldn't have it. Taking the server out of the equation by disallowing it to assign OP to anyone not in ops.txt (locking it) would fix the vulnerability. That's something Bukkit has to do on it's own, though. For now, we just have to deal with it.
